Do you perhaps have a friend whos system you could test the 980ti in, who perhaps has a 4core cpu that is clocked higher like a 4790k?.*The frames you are seeing, I'd expect to see when using 1440p, I understand 2560 x 1080 would lead to higher load than 1080p obviously, but it shouldn't be as much as 2560x1440 Have you tried running or using another monitor perhaps at 1920 x 1080p in the Witcher 3 instead of 2560 x 1080? (I know it sounds dumb, but why not try and see if you're still having issues getting above 60fps).Have you checked CPU utilization during high load gaming?.I'm still unsure what caused my GPU to underperform but I'm glad that I'm getting positive results. But my temp is still at 84 on load but it went down to 50 degrees on idle. Before I'm barely reaching 62 fps with increased clocks at 1400 and K-boost activated. At 1980 x 1080p I'm seeing FPS as high as 75 and the lowest is 55, this is on Ultra with Hairworks on. UPDATE 2: I tested Witcher 3 to check my performance and I got a noticeable increase. I'm seeing a silver lining here however I still haven't tested in an actual game. I also managed to score a 14 930 in Firestrike which is really close to my initial score. Now I'm getting a whooping 2282 in Heaven benchmark test at 1080p. Basically everything is running in default. So now I'm running at stock speeds(CPU 3.3ghz & GPU 1100), older driver(353.06), with no precision or afterburner installed, default NVIDIA control panel setting. I also removed my current nvidia driver via DDU and rolled back to an older version. After seeing my clock stay at abnormal speeds even on idle, I say fuck it and remove most of my installed programs and reset my bios settings to defaults. I'm feeling anxious about this as this might be a hardware issue. I'm have the latest NVIDIA driver installed 353.38. My Heaven benchmark is also disappointing. But now I could only get a shitty 13,500.

I'm getting less than ideal benchmark scores and poor performance in most games especially in GTA 5 with all settings cranked up to the maximum at 1080p. I suspect that my system is underperforming but I didn't receive any help. I made a detailed post about my issue in r/buildapc.
